$95 per team
$75 fee for teams which drop out after 03/14 (teams which drop out
after 03/14 still have to pay the entry fee and the judge fee)

Judging
A qualified judge must be provided for each entry. A qualified
judge is a Head Coach, an assistant parliamentary debate coach, a former high
school debater who previously qualified to California Cup or the State
Tournament in parli, or a current or former college
debater. Exceptions can be made by the tournament director.
The fee for not providing a judge is $110
Judges must submit their judging philosophies by 04/04. The fee
for not submitting a philosophy by the deadline is $40.
Deadlines
03/01/2011, 8PM, Pacific Time – teams that apply before this
deadline will, on average, be given priority over teams which apply after 03/01.
03/14/2011, 8PM, Pacific Time – final deadline to enter or drop
teams. Teams that apply earlier in the 03/01 - 03/14 time period will, on
average, be given priority over teams that apply later in that time period.
04/01/2011 - checks should be received by this deadline.
Qualification
A team that earns 17 points in POI Rankings (http://www.pointofinformation.org/results/poi-rankings/ )
is fully qualified to the Cup. The current rankings on the POI are final.
Any team that is listed in POI Rankings but does not have 17
points can apply for an at-large bid to the Cup. Out-of-state teams are welcome
to apply for an at-large too. See the application form for further instructions.
Teams are invited to indicate that they are interested in serving
as an alternate. Two teams will be selected to serve as alternates to fill in in case a qualified team drops out after the entry
deadline. Alternate teams which get in by 04/03 but do not attend will be
charged a $30 drop fee.
Because the tournament will utilize a round robin format, entries
will be capped at 2 per school.
The final field will be announced on March 15. No team is 100%
guaranteed entry until that day.

Assistance
We will try to help attending school if there are any financial or
logistical difficulties. In particular, we will provide free housing to
out-of-area teams on a first come first serve basis.
Rules
CHSSA rules (http://www.pointofinformation.org/resources/chssa-parli-rules/)
will be used as a guideline with the following exceptions:
- Points of Information are allowed in all speeches at all time.
There is no protected time.
- Points of Order are allowed in rebuttals. Points of Order can be
made if the opposing side brings up a new argument in the rebuttal with the
exceptions of examples illustrating previous arguments and PMR responses to new
arguments made in the MOC. Points of Order are not included in speech times.
- During preparation time, debaters are not allowed to consult
with anyone except their respective partners. They are, however, allowed to
access any printed material that was prepared before the start of preparation
time, as long as this material is not used in round. Laptops are allowed;
connecting to the Internet is not.
- Judges are encouraged, but not required, to disclose and explain
their decisions after the round, as long as this does not jeopardize the time
efficiency of the tournament.
- A 0-10 speaker point scale will be used. A speaker point score
in a regular 0-30 scale is converted into this by subtracting 20. Judges are
asked to average at around 6.5 and reserve scores of 8.5 or higher for debaters
who, given their performance in the particular round, deserve to clear.
